Ok, so a Pokemon can spend a point of Mastery to Evolve at any time, simple enough.
A point of Mastery can be purchased at any time for 2 XP, simple enough.
A Evolving give the Pokemon a "respec", useful but not amazing.
But the Pokemon doesn't seem to get any "stronger", like at all?
Lets look at the Caterpie, Metapod, and Butterfree line.
I catch a Caterpie and spend 2 XP to buy a mastery and evolve it into Metapod. I then spend 2 more xp to buy another point in mastery to evolve it into a Butterfree.
So, I have spent 4 xp points to get a Butterfree. That part is fine.
Except lets say I also have a Bulbasaur. Instead of evolving it I spend those 4 XP points to buy boosts.
Sure, I could also spend XP to evolve the Bulbasaur into Ivysaur, but why? It doesn't give an inherent boost to stats and the XP seems to be gone forever.
Is there something I am missing here?

You’re right that evolution itself has a very small impact! This is largely on purpose, so that for example I can play Wartortle and have it not be inferior to Blastoise if I want. In fact, you could have a Pokemon that had two Masteries that you used to evolve them, a Raichu, or let’s say a Pikachu with two Masteries that never evolved and the Masteries represent a close bond with their trainer, Nash Batchum.
Mastery in and of itself of course does have a use; it spent as a token for rerolls and as currency for the use of several Edges. A Pokemon with more Mastery does get noticeably better!
However, there are a few things about evolution specifically that do matter:
- Evolutions typically have access to bigger movepools - Evolutions may gain useful special abilities when they evolve - Typing may change
And that’s about it!
